The Repealing and Amending Bill, 2019

On 25 July 2019, the Repealing and Amending Bill, 2019 was proposed in Lok Sabha by the Ministry of Law and Justice. The Bill seeks to revoke 68 Acts in whole and makes minor amendments to two other laws.

Revoking or repealing certain laws in whole The Bill revoke 68 laws that have been listed in the First Schedule of the Bill. These cover:
  • the Motor Vehicles Amendment Act, 2001.
  • the Beedi Workers Welfare Fund Act, 1976,
Amendment of some laws The Bill makes slight amendments to two Acts which relate to substitution of certain words. The two Acts are:
  • the India Institutes of Management Act, 2017.
  • the Income Tax Act, 1961,
It also revoke the, the Central Road Fund (Amendment) Act, 2007, the Central Universities Act, 2009 and Tea (Amendment) Act, 1980.

Importance

The Bill has been approved to ensure maximum governance and minimum legislation. A periodic review of old laws is considered a part of governance. Since 2014, the government has been repealing 1428 obsolete central laws.
